Z690 Hero w/13900k - new 0x129 patch, intel default settings and VERY poor 17k Cinebench R23 score

All,

I hope someone can point me in the right direction.  I've had my Z690 w/13900k for almost 2 years now (purchased through OriginPC).  I believe my CPU is failing and is heavily degraded and can't fix without RMA issue but wanted your thoughts.  I installed the latest BIOS (v 3802 w/0x129 microcode patch).  However, after clearing CMOS and confirming default settings I noticed my "SVID behavior" is set to "Intel's Fail Safe".  Is this normal?  I've been told to select "Auto" and never to use "Intel's Fail Safe".  I'm also confused because this SHOULD NOT be default.

Also, once I fix the SVID behavior to "AUTO" and confirm the Intel "extreme" specs match and reboot I keep getting a blue screen with fault code "PAGE_FAULT_IN_NONPAGED_AREA" when booting into Windows 11.  This will continue to happen UNLESS I set "performance preferences" to ASUS overclock and force the all-core multiplier to 55.  Once I do this reboot, back into BIOS and reapply the Intel Default Settings everything is OK however my Cinebench R23 multi-core score is 17,952!  That is literally 1/2 of what most get with stock settings!  Is there anything else I can check or try? This doesn't seem normal at all and when I run Cinebench R23 the performance cores drop to 53x multiplier.

The Max Wattage/Avg Load is showing "170W, 100%" which can explain the poor score. Any thoughts? These are "default" settings.

If you frequently encounter BIOSDs or automatic shutdowns while using the affected model in gaming or other scenarios, please consider sending it in for further inspection and assistance.
Regarding updating the BIOS and enabling "Intel Default Settings" in the default BIOS, this follows the recommended guidelines:

Therefore, we recommend that you refer to the settings in [Motherboard]Intel 13th and 14th Gen K-Series processor stability Improvement with Latest ASUS BIOS ..., or you could also try setting SVID behavior to "Intel's Fail Safe" and disabling MCE in the BIOS, as these settings seem effective for some users.
