I tried swapping the GPU to a different PCIe slot (the lower one) in case this one is busted, light still on. I'm using the 6060 bios if that matters. I'm at my wit's end.
UPDATE:
I actually just googled the board and can see that light glowing on the image here as well on the top. Is this supposed to glow by default? Why does the manual say it means no power to the GPU?

So the light will stay on until you connect an 8 pin Pcie cable like so...

It is kinda impossible to power that if you are using a 24pin Strimmer from Lian li. There is not enough space to fit the cable in there. I am using the Wireless version of the 24pin from Lian li...

Yes. I did get a cable and plugged it into the MB. I don’t know if it has any effect on my configuration but that irritating red light is gone.

I have the cable but I am unable to connect it as I am using lian li strimmer 24 pin cable. Its blocking the 8 pin pwr

The LED lights on indicating that you do not connecting PCIE 8 pin power cable to the PCIE_8PIN_PWR connector. Just like said in the manual
The power connector is used to power the USB 20 Gbps Type C Front panel connector. So you don't get that speed or (might be) fast charging capabilities if you're not plug the connector

There is no way your power supply does not provided the cable, it's the usual (old) 8 pin power cable to power up your GPU/VGA, otherwise how can you power your GPU/VGA.
The real questions is, not whether the PSU provide it, but do you have enough cables. Chances are you might be using them to power up you GPU/VGA
There is a Molex to 8 pin Or SATA to 8 pin Adapter that looks like the image bellow, but i wouldn't recommended using that, unless you really run out all the 8 pin cable
