Hello there! My motherboard chipset fan is stuck at 11000rpm and won't ramp down even if I'm in Windows. It isn't the VRM fan as I can physically see it not moving, but it is the Chipset fan. I don't understand the need for such a loud and fast fan in this scenario.
Once the system is powered, the Chipset fan will ramp up to 11000rpm and stay there until the system is powered off.
I'm currently on BIOS 1616 and have tried the latest one as well, to my surprise the fan speed doesn't change.

May I ask if the situation you described happened after any changes were made?
For example, manually changing the BIOS settings or connecting an external device
Could you please confirm how you checked the motherboard chipset fan speed? Have you adjusted the fan speed through software (such as Fan Xpert 4 in Armoury Crate)?
According to the official website for the ROG STRIX X670E-I GAMING WIFI, the latest BIOS version 1654 was released on 8/28/2023.
We recommend that you try updating to the latest version and clearing the CMOS to reset the BIOS settings to default before checking if the fan speed issue persists.
