X570-I incredibly loud coil whine

Im having an issue with my X570-I Motherboard where it has what i can only identify as incredibly loud coil whine. At first i thought it was the little fan on the rear IO side of the MB but it persisted even after i disconnected the fan. I've already tweaked some bios settings that were recommended in other posts like disabling c-states and setting vcore to manual but that didn't help basically at all.

My PC sounds like it has an old optical drive in it, its driving me crazy. Is there anything else i can do about this?

Ok i just found out that there are two fans on this motherboard, after unplugging the other one the noise finally stopped. thank god it wasnt coil whine and an easy fix. now my pc is quiet again
