X-299 e II PC turns on/off then on again after switch on and goes to BIOS

Hello everyone

I been having issues as of late as when I turn on the PC it starts then switches off after 1-2 seconds and turns back on only to boot up with this screen as seen in the photo and I have to always open BIOS before being able to load into windows as normal.

Any advice or help would be highly appreciated as I tried to reset the cmos by the jumper as located on the motherboard manual. I also tried moving the rams into different slots to see if it a ram issue still nothing. I tried to change a few settings on the BIOS also removed the WIFI card as that did cause issues originally but still the same screen appears. The setting is on AHCI so again not the issue and also checked all the cables as well, nothing lose or damaged. I have also updated the BIOS via USB and the installation was completed without an issue.

So I have no clue what the issues could be at this point so I appreciate any help or advice

Important note: I didn't build this pc myself, I had it custom built by pc specialist 3 years ago, as at the time I didn't have the confidence or knowledge to build one myself.

PC specs 

Intel(R) Core(TM) i9-10920X CPU @ 3.50GHz 3.50 GHz

Ram: Corsair RGB 128 GB (128 GB usable)

System Type: 64-bit operating system, x64-based processor
Windows 11

Motherboard: Rog strix X-299 e II

Hello there MoKiChU,  I am not sure if the motherboard I have even has one as I couldn't find the CMOS battery but I found the Clear RTC RAM jumper instead and did exactly what the manual told me to do but it didn't work.

Thank you so much! This is really helpful and I shall see about taking this section apart carefully to get to the battery. 

I was reading elsewhere that it apparently a rechargeable one so not sure just a standard battery would do and may have to order a replacement in from Amazon.

No! It is not rechargeable. It is just a CR2032 lithium battery with wire leads and Molex connector attached (ground and 3 volts).

I am just trying to carefully get to the battery now as I am still learning about these kinds of things but taking photos so I know how to reassembly everything again.

Update: New battery arrived today from amazon and managed to get to the old one out with some troubles as in how the case is ect but I put everything together just fine and the pc is going straight to windows now so thank you to everyone who replied and helped me with my pc issue, it highly appericated.
