It works in sleep (s3), but not shutdown (s5).
What I already did:

Enabled Power On By PCI-E/PCI
Disabled ErP Ready
Tried Network Stacking (IPv4)
Windows:
Disabled Windows Fast Startup in Power Plan GUI
Enabled Every Power Management Setting on the Intel Ethernet Controller I225-V
Advanced Properties:
-Enabled Wake on Magic Packet
-Enabled Wake On Magic Packet From S5

Could you please clarify if this issue occurred after the PC was first built or after using it for some time and occurred following any recent changes, such as a BIOS update or component replacement?
We recommend clearing CMOS first, then referring to the instructions in [Motherboard] How to set and enable WOL (Wake On LAN) function in BIOS to configure the relevant settings. After completing the setup, please check whether WOL works correctly in the S5 power state.
If the issue persists, we kindly ask you to record a video demonstrating the steps you followed based on the FAQ, including the system configuration and the behavior when attempting to wake the system. This will help us better understand the issue.
In addition, please also share the following details:
- the images of the BIOS main page along with any manual configuration settings you may have applied
- The PSU, RAM model and part number, and two .txt files generated in your Windows system via the steps below:
1) Press WIN + R on your keyboard to open the Run dialog, and type dxdiag → click OK.
2) Click Save All Information and select a save location → click Save.
3) Repeat the same steps with msinfo32 to generate the second file.

In the meantime, could you kindly check and confirm whether the [Turn on fast startup (recommended)] option under Power Options is unchecked?
We noticed that in the video you provided, within Device Manager > Intel(R) Ethernet Controller (3) I225-V Properties, the configuration for the “Enable PME” option was not clearly shown.
Could you kindly refer to the relevant guidance and confirm whether your current settings align with the instructions in steps 3-5?
Additionally, what software or hardware changes were made prior to the issue occurring? Did the problem begin only after updating to BIOS version 3257? If so, may we ask which BIOS version you were using previously, during which the system was functioning normally?

The latest available BIOS version for ROG STRIX B650E-F GAMING WIFI is 3265, which was released on June 18, 2025.
According to our relevant department, we have conducted testing using the same hardware configuration as yours and were able to successfully configure WOL and resume from S5 with this BIOS version. Please refer to the test video provided in the link.
Please try updating to BIOS 3265, clearing CMOS, and then following the steps outlined in the FAQ to ensure that all related settings are properly configured, along with the [Turn on fast startup (recommended)] option under Power Options not being enabled.
If the issue persists, kindly record a video showing the entire setup process exactly as described in the FAQ.
