UEFI UI Broken

I have an Asus Prime x670p WiFi. I dual boot mainly Arch Linux and occasionally Windows 11. Every now and then after I reboot or shut down from Windows, when I try to boot again, the EFI partitions are corrupted and my UEFI UI is broken (See image). It has happened on multiple BIOS firmware versions and I try to keep the motherboard up to date. When I try to boot Linux, it just backs out and I somehow get a BSOD 0xC0000428: Can't verify digital signature. My entire computer seems to be bricked until I reset the CMOS on the motherboard. Then things go back to normal, but I have to boot archiso and reinstall GRUB to boot Linux again. 

I really cannot pinpoint what is causing this to happen because it only happens every 2 weeks or so. I was wondering if anyone else has seen this broken UI before. I would think it's an SSD or CPU problem but because my UEFI breaks somehow, I think it may be an issue with the motherboard. But it's very hard to find any information about it.

Thank you for reaching out to us and sharing the image.
According to the specifications on the official website, the PRIME X670-P WIFI supports Windows OS, so please boot into Windows to check the issue.

If you remove all system drives, SSDs, and HDDs and only boot with the CPU, RAM, GPU, and PSU after clearing CMOS, does the issue still persist when entering the BIOS?
Please also try rebooting several times to confirm.

The issue seems to only come up every now and then. I have been able to get the UEFI to fix itself without clearing the CMOS in the past, but I do not remember the exact steps I did. It seems that clearing the CMOS is the immediate solution. Before I found this trick, I had to do some combination of removing SSDs and power cycling the computer to get any operating system or OS installer to boot. But once I got the UEFI UI to be normal again, things would work.

I boot into an enabled version of WIN11 Pro that I have just recently reinstalled from scratch. I made a Windows Media Creation tool from my laptop which is unaffected. It is a very weird issue and hard to pinpoint exactly. But I do not see how an SSD or OS could make the UEFI UI break. I hope it's not a CPU issue, but my instinct says it is a motherboard issue. I was wondering if this has been seen before. I am running an AMD 7950X but I haven't seen any related issues being linked to the processor.
