Ryzen 7 3700x stuck at 0.54ghz on x570 board

For the past 5 months, my pc has not been usable because its capped CPU max frequency to 0.54ghz. I have looked everywhere but have not found any solutions yet which will resolve the issue. Only thing I can do is replace my motherboard and buy a new one. Its not like I have used overclocked on my Asus Tuf gaming x570 plus wifi gaming motherboard which caused this issue. Based on so many people having same experiences on x570 I can confirm that its an issue with Asus motherboard. I tried changing windows, fresh setup, bios changes, changing CPU, everything possible at my end of knowledge. I have to say to Asus that you should not waste people's hard-earned money by processing some bad components. Because not everyone is born rich, can earned it or living in a first-world country and can pay lot of cash to buy another piece of your junk.

Could you please clarify if this issue occurred after the PC was first built or after using it for some time and occurred following any recent changes, such as a BIOS update or component replacement?
May I ask how you confirmed that the maximum CPU frequency is 0.54GHz? Did you check this frequency through the BIOS?
Could you please provide your current BIOS version and images of the BIOS main page after clearing CMOS?
If possible, please share more details about your situation, including the full hardware specifications of your system, your BIOS and OS versions, any CPU models you have cross-tested and their respective results, as well as screenshots showing the reported frequency. This information will help us better understand your scenario.

Issue started since 2024. I built the PC 3 years ago. 
Disabling prochot from ryzen master app and switching to profile allows to go beyond 0.54ghz lock speed. Without this there's no fix.
Temp sensors are showing fine on Hwmonitor64. I have reported everything to AMD already, but here's the log if you require to study:

Full hardware:
Asus tuf gaming x570 wifi plus
AMD ryzen 7 3700x
Asus Strix GTX 1060 6gb
4x 8gb G Skill Trident Z.
Present BIOS: 5021, I tried older models too with this issue.
Chipset latest one from AMD website. As I cannot trust Asus item anymore, removed it.
