Hello everyone! I have a problem with my PC, more precisely the Motherboard.
The problem is when I shut down the PC. It won't power up at all from the power button or reset or anything, unless I reset the CMOS from the button at the back. Then I get into the BIOS, everything looks OK and if I change anything and try to save the settings, the PC shuts down to reset and cannot be powered up by the power button or anything else. The cycle repeats if I reset the CMOS. The only way to get the PC to start normally into Windows is to not change anything in the BIOS so it only restarts(not shut down) and then it loads normally. I've updated the BIOS to 1501. I was on 1402 before, tried with 1303 as well, still the same. Tried the flashback from USB, tried the flashback from the BIOS: all results are the same. The moment the PC needs to shutdown(even when updating the BIOS itself) it doesn't boot up. I have to reset the CMOS. What I notice is that the flashback LED keeps blinking even when I don't have a USB inserted in the flashback port or haven't pressed the flashback button after rebooting the PC.
I swapped the PSU - it wasn't it. I did a test on the RAM - it was fine, 0 errors. The Q-LED shows everything is fine when the PC boots up. I ran the tests without the GPU so it isn't that. I tried a minimum configuration with nothing external connected: only CPU, RAM, PSU and Motherboard - all the same. I also swapped the CMOS battery - no change.
My configuration:
Motherboard - ROG STRIX Z790-F GAMING WiFi
CPU - Intel Corei7 13700K
GPU - NVIDIA RTX 4090
PSU - ROG-THOR-1000P2-GAMING 1000W
RAM - Kingston Fury Renegade 6400 DDR5 32GB
OS - Windows 11 (all updated)

Does the issue also happen when minimizing the setup? This includes removing the chassis, only having the CPU installed on the motherboard, using the integrated graphics for video output, and connecting the CPU fan and PSU.
Additionally, please clarify the usage scenario, any possible hardware or software changes, or troubleshooting steps you have already attempted to help us better understand your situation.
And share a video of the boot process when the system fails to start, along with the hardware setup and any indicator lights or error codes that appear.

I was basic gaming then computer turned off.
A tech already went through the generic trouble shooting steps that you guys will suggest such as reseating, testing ram flashing bios and changing power supply.
He said if it was a psu issue it wouldnt turn on even if the cmos was hit because of how energy hungry the other parts are. also it wouldnt run in to windows and the proper speed if it was any other part like ram was defective.

Cosair gold standard 1200 volt psu
Nvidia brand 4090 graphics cards. Yes its properly seated
And team extreme ddr5 8000 htz ram.
Memtest showed its fine.
These are the generic parts that a youtuber famous tech online put together as the fastest gaming pc. I have always used the basic bios setting it wasnt overclocked as I havent played any graphicly intensive games.
The tech did mention when he first built it. Your mother board looks like it has oxadation cause half of it look brown while the other half silver. But he said it might just be how the motherboards built.
but this is really crappy that my 2 to 3 month barely used mother board is bad. And even when they rma which there isnt any stock the replacement board is going to be a refurbished board thats up to 3 years of previous use that will eventually follow to the same fate, if they have it in stock(they dont)
if the reports are anything to go by, the combination of asus bios settings error and intels manifacturing issue, my cpu will be soon to follow.

@Jiaszzz_ROG Status update the mother board finally bricked it wont turn on even if cmos is restarted.....now im out 350 plus dollars for a mother board thats barely used.
And the only option is to get a rma refurbished board that much older and used then my board and which the hold costs of the refurbushed board costed i have them "repair" a board that should have never been broken to begin with. Now im stuck immediately buying a new mother board from best buy. Because i finish work on my computer. Which leads to whats the point of having this mother board....
Im greatly disappointed and i think this might be the first and last time i buy asus.

Since your motherboard has already been inspected by a technician, we recommend relying on the diagnosis or repair assistance they provided.

@Jiaszzz_ROG its already ben sent today via rma its been sent through fedex. Using everything that the box came with. I read the packaging instructions and i dont expect the box back.
