ROG STRIX Z790-F GAMING WiFi won't boot up

Hello everyone! I have a problem with my PC, more precisely the Motherboard.

The problem is when I shut down the PC. It won't power up at all from the power button or reset or anything, unless I reset the CMOS from the button at the back. Then I get into the BIOS, everything looks OK and if I change anything and try to save the settings, the PC shuts down to reset and cannot be powered up by the power button or anything else. The cycle repeats if I reset the CMOS. The only way to get  the PC to start normally into Windows is to not change anything in the BIOS so it only restarts(not shut down) and then it loads normally. I've updated the BIOS to 1501. I was on 1402 before, tried with 1303 as well, still the same. Tried the flashback from USB, tried the flashback from the BIOS: all results are the same. The moment the PC needs to shutdown(even when updating the BIOS itself) it doesn't boot up. I have to reset the CMOS. What I notice is that the flashback LED keeps blinking even when I don't have a USB inserted in the flashback port or haven't pressed the flashback button after rebooting the PC.

I swapped the PSU - it wasn't it. I did a test on the RAM - it was fine, 0 errors. The Q-LED shows everything is fine when the PC boots up. I ran the tests without the GPU so it isn't that. I tried a minimum configuration with nothing external connected: only CPU, RAM, PSU and Motherboard - all the same. I also swapped the CMOS battery - no change.

My configuration:
Motherboard - ROG STRIX Z790-F GAMING WiFi
CPU - Intel Corei7 13700K
GPU - NVIDIA RTX 4090
PSU - ROG-THOR-1000P2-GAMING 1000W
RAM - Kingston Fury Renegade 6400 DDR5 32GB
OS - Windows 11 (all updated)

I join the party. Since this week, I get the exact same issue from nowhere with my STRIX Z790-A GAMING WIFI D4.

When the PC is shut down, the green light of BIOS FLBK blinks constantly and I cannot restart the computer, nothing happens when I push the on/off button. I have to unplug the PC from the outlet few seconds, replug it and rapidly push the on button.

This is the same thing with hibernate. However, this issue do not happen when using reboot or sleep function.

I already tried another PSU & RAM, unplugging some USB cables, resitting the CPU, clearing CMOS, reflashing the BIOS, disabling "ERP Ready", etc. Nothing improves the situation.. 

Funny enough, this issue was already reported few months ago with this motherboard : Z790-A WIFI D4 : FLBK LED blinks green continuousl... - Republic of Gamers Forum - 989908 (asus.com)

Asus should start to take this seriously as several people face this issue.

I just did.

Ill post updates every now and then about the performance and stability of my system, as well as if this would address the issues I we are encountering

I have installed the latest UEFI update. It runs smoothly and stably for me. But I have never had any stability problems with my hardware.

I dont quite understand your reply. You said it runs smoothly and stably, but you're having hardware stability problems? Doesn't that mean it doesn't run stably at all? 

Anyway, I do hope that this firmware would fix my stability issues, on the other hand, i do hope that ASUS would release a new firmware that would help address your stability concerns.

This problem still persits for me, even after updating to the latest firmware (Version 2503).

Just as before I can only start the computer by Clear CMOS on the back side, also got another BSOD 2 times during the last 24h. Still investigating why.

I've never been this sick and tired of a MB before.

What kind of hardware do you have exactly?

As I read in an earlier post from you, the problem suddenly appeared in May.

What did you do BEFORE the problem occurred, did you set something in the UEFI/Bios or flash a newer UEFI update?

If you reset UEFI via CMOS, you go back to UEFI after a new start, save it and start Windows, right?

Do you change anything in the UEFI or do you just save the basic settings that are set via CMOS?

If you get BOSD'S, then your problem may be due to your Windows installation and less to the UEFI/Bios update, because after a CMOS, the UEFI is usually switched to UEFI boot with GPT partition table. But if your Windows was not installed in GPT mode, then the PC won't boot or there will be BSODs if there are other errors.

mobo issue reared its ugly head again and I thought I was able to fix it with the latest firmware. After almost 3 weeks of no issues it just suddenly turned off by itself while I was training a deep learning model, which isn't really high in terms of load. The mobo LED just keeps on glowing and I had to reset CMOS and re-setup the BIOS config just to take it up and running again.

This is frustratiing.

Id steer away from Asus from this point onwards

So the QLEDs on the mainboard should not be lit permanently. They normally only light up briefly when the PC starts up. If the LEDs are lit permanently, then it would be worth knowing which of the 4 LEDs (RAM, CPU, VGA and Boot) is lit. Then you can narrow down the source of the error. If the PC suddenly switches off while you are working, it is likely that the power supply has a problem.

that's the problem, im getting all 4 LEDS randomly, WHITE, RED, ORANGE, GREEN/ YELLOW. It takes me multiple CMOS resets to get the system back up and running. It was running "stable" for 3 weeks then starting 2 days ago it has started to shutdown by itself.

I havent installed any new hardware for the past 12 months. 

Im using all stock, except XMP.

I have the new INTEL bios defaults enforced.

My workload and utilization has been the same, for months.

Powersupply-wise, I have a Corsair HX1000i that was brand new when i asseembled this rig.
