ROG STRIX Z790-F GAMING WiFi won't boot up

Hello everyone! I have a problem with my PC, more precisely the Motherboard.

The problem is when I shut down the PC. It won't power up at all from the power button or reset or anything, unless I reset the CMOS from the button at the back. Then I get into the BIOS, everything looks OK and if I change anything and try to save the settings, the PC shuts down to reset and cannot be powered up by the power button or anything else. The cycle repeats if I reset the CMOS. The only way to get  the PC to start normally into Windows is to not change anything in the BIOS so it only restarts(not shut down) and then it loads normally. I've updated the BIOS to 1501. I was on 1402 before, tried with 1303 as well, still the same. Tried the flashback from USB, tried the flashback from the BIOS: all results are the same. The moment the PC needs to shutdown(even when updating the BIOS itself) it doesn't boot up. I have to reset the CMOS. What I notice is that the flashback LED keeps blinking even when I don't have a USB inserted in the flashback port or haven't pressed the flashback button after rebooting the PC.

I swapped the PSU - it wasn't it. I did a test on the RAM - it was fine, 0 errors. The Q-LED shows everything is fine when the PC boots up. I ran the tests without the GPU so it isn't that. I tried a minimum configuration with nothing external connected: only CPU, RAM, PSU and Motherboard - all the same. I also swapped the CMOS battery - no change.

My configuration:
Motherboard - ROG STRIX Z790-F GAMING WiFi
CPU - Intel Corei7 13700K
GPU - NVIDIA RTX 4090
PSU - ROG-THOR-1000P2-GAMING 1000W
RAM - Kingston Fury Renegade 6400 DDR5 32GB
OS - Windows 11 (all updated)

I had to send the mother board back for rma. They sent me a refurbished one and 2 weeks later that one did the same exact thing and I sent that one back in finally got one that worked. That's the only way it would work unfortunately trust me I tried everything but it's just something wrong with that board unfortunately.  You should be good though to rma I think it's a 5 year warranty on those motherboards...

I had to send the pc back for repairs and they confirm the m/b is faulty and replace it.

I have a very similar problem to the original post. Where I can not get my computer to turn on after it shuts off. I have been running my PC fine for about a year with the problem just appearing around the first part of April. First noticed it when Windows wanted to update and shut down for the night, but my pc would not power on the next morning. I usually don’t power down my PC, maybe once a month, so not sure if the update caused the problem but it is when I noticed it.

Tried to clear the CMOS. Replaced the Battery on the board. Updated the BIOS a couple of times, current BIOS is 2202. Got the PC to turn on but once it fully power down it wouldn’t start again. The BIOS FLBK on the I/O panel starts to flash once the pc is turned off even when there is nothing plug into the I/O panel. Once it starts flashing I can not turn on the computer. I can reliably get the PC turned on if I switch the power on the PSU and quickly press the power button before the BIOS FLBK LED starts to blinking though. Not sure if that is really a long term solution.

Took out my graphics card. Unplug all drives but the M.2 that windows 11 is on. I tested that drive and everything looks normal. Got a power supply tester, everything checks out perfect. The BIOS FLBK button moves freely and not stuck by the I/O shield. Swapped the ram around and took all but one out. No new hardware or software has been add recently.

Sent the Motherboard into ASUS they said the board checks out just fine. Put my pc back together and it worked for 24 hrs then it stopped working again.

CPU- 13th gen Intel Core i9-13900k
GPU- NVIDIA GeForce RTX 4090
PSU- CORSAIR HX Series HX1200 1200W 80 PLUS Platinum
RAM-2x CORSAIR Vengeance 32 GB DDR5 RAM 5600
OS- Windows 11 pro 64-bit

Not sure what to do at this point.

I have exactly everything you describe. No idea what to do. I sent a video showing the problem to ASUS support and I'm waiting.

That's crazy asus should replace the board !!

May I ask if the issue is that you cannot power on the system using the power button after shutting down or that you cannot restart the system?
Based on your description, since this issue first occurred after updating Windows and continues to happen, we suggest referring to [Windows 11/10] Change Power Mode and Plan to check the items in "Change advanced power settings."
If possible, try cross-testing the system drive or refer to the guidance of  "Reset the system and keep your files" option.
Additionally, the BIOS FLBK LED is an indicator that only flashes when updating the BIOS via USB BIOS FlashBack.

I can not use the power button on my case front or the "Start" button on the motherboard after I "Shut down" the PC from the "Start" menu in Windows. The PC will restart if I click "Restart" from the "Start" Menu however.  When I "Shut down" windows from the "Start" menu the PC will power down but the "BIOS FLBK" led will start to blink immediately and as soon as it starts to blink I can not get the PC to turn back on. The "BIOS FLBK" led will start to blink on it's own. There is no USB in the designated flashback USB port and I have not press it at all. Something is causing the "BIOS FLBK" LED to turn on and that seems to be the root of the problem.

My Windows power mode settings appear to be normal and are default settings. The link provided really only shows how to access the advance power mode and not any settings, but is there something you want me to look for specifically?

I will have to try to reset Windows and see it that does anything.

Based on your description, this issue occurs frequently.
Could you please also share a complete video recording of the problem (including the described scenario where the system cannot power on after shutdown, requiring the power button to be pressed before the BIOS FLBK LED starts flashing to boot up)?
If you choose "Restart" directly, does the system shut down and restart correctly?
Additionally, to further verify your previous RAM inspection records, I have DM you and kindly provide the requested information at your convenience.

EDIT:
Could you please confirm the complete OS build version?
Kindly also share screenshot of the current power plan settings in your system, images of BIOS mainpage, the "APM Configuration" and "Next Boot after AC Power Loss" settings in the BIOS.

Sorry for taking a bit to get back to you on this. The reason is my computer was running fine for 3 days. Meaning the "BIOS FLBK" LED was not flashing when I would shut the PC down. I tested it a bunch of times too, restarted, full shut down, power supply on, off, it was working as intended.  No changes were made to my system to get it to work.  Just like when it showed up, it disappeared. Then three days later I shut it down from Windows to keep testing it but left it off overnight, however in the morning the "BIOS FLBK" LED was blinking again. 

I turn on my PC flipping the power supply off then on and quickly hitting the power button on my case.  I continued to restart and shut down my PC. At one point the "BIOS FLBK" LED did not come on when shutting down, so I left it shut down with the power supply still on. I wanted to see if the "BIOS FLBK" LED would turn on by itself, and 12 hours later the "BIOS FLBK" LED started to blink again. I found this interesting as I had thought the "BIOS FLBK" LED was always turning on as soon as I powered down from Windows.  

To answer some of your questions from above.

If I choose "Restart" from the Windows menu it will restart correctly.

Current Windows build- Windows 11 Pro 23H2 for 64x (OS Build 22631.3593)

Here is a video of  "BIOS FLBK" LED blinking after shutting down Windows and how I have to switch the power supply off then on and quickly hitting the case power button to turn it on.  Very similar to another users video they posted.

May I ask if you have confirmed the BIOS version or tried updating to the latest BIOS to see if the issue can be resolved?
If you perform a bare-board test in an insulated environment, does the same boot failure occur?
Have you conducted cross-testing of any hardware components, such as the PSU or cables, to attempt to diagnose hardware issues?
Could you please provide the following information to help us better understand your situation?
- the current BIOS version and the images of manually adjusting items in BIOS, or whether it is the default
- the brand and model name of the GPU, RAM (part number and installed slots as well), SSD/HDD, and PSU currently installed
- are there any extensions or adapters used to connect any devices, such as GPU or SSD?
- the OS version and OS build
- the circumstances and frequency of the problem
- provide a comprehensive video recording of the problem, capture the state of the system during the black screen occurrence
