ROG STRIX Z790-F GAMING WIFI
PC not turning on, please read and check video below.

BIOS up to date? - yes Version 2801 (from 2703 issue persist, reason why i update)
Reset CMOS - Yes (from back of the PC and removed CMOS Batt while i clean and removed all that was plugged in MB)
Have tried a different PSU - Yes
Have you tried using a different AVR - Yes (also done plugging the PC directly w/o it)
Removed RAM - Yes (as mentioned above i clean all that was attached)
as mentioned by a customer service from other forums i've read provide a video.

Video - is cold start, as seen the BIOS light is blinking, only trick was to power of again, wait for the power regulator to "hear" it kicked in as you only have 2 secs to press the power button for it to turn On.
Once ON it runs properly, note: that BIOS light doesn't stops blinking (no flash drive inserted).
Hassle was when shutdown, you won't be able to power on again you need to do as what seen in video.
Hope this helps the support team to exactly see what users having same issue was talking about. hoping that this can now be resolved as I see many people are having similar issues.

Regarding this topic, and also am sure many users have similar case like this.
i think it is caused by version of Windows Update.
so the Windows update yesterday Feb 12 2024, after updating that version release. it fixes the problem.
just sharing info so we can help other users encountering this.

I have been using the same motherboard since Oct. 2023 and have never experienced this problem.
My PC (see signature) always does what it is supposed to.
Shutting down and then restarting at some point at the push of a button, restarting from Windows, etc.
UEFI currently 2801 and Windows 11 is also currently 24H2 on Build 26100.3194, current update status.
Have you always had this problem or only since a certain point in time?
If it has always existed, the first thing I would do is check the cable connections from the case (start button, etc.) to the motherboard to see if there is a fault somewhere.
Although switching on should always cause such problems and not only after switching off the power supply.
I think it is normal that the BIOS Flashback LED lights up during a cold start because it is probably checking whether something is plugged in there. At least that is what I assume.
But it should go out again at some point. Although I read reports here where it was apparently constantly flashing.
I never paid attention to it though (the PC is in a compartment on the side under the desk) because I've never needed this connection before, not even when installing an older UEFI/BIOS.
Up until now, it always worked directly from the UEFI.
This behavior is very strange in your case.
