ROG Strix z390-E slow internet speed

My internet has been acting really funky ever since I moved. I am getting 1 GB through spectrum but my download speeds vary greatly and average around 80-130 Mbps. Sometimes, it drops below 60 here and there. Sometimes it's 400 Mbps. I know anytime I try to play something like Dragonball Fighterz it immidiately starts to tank. I called spectrum to make sure it wasnt them and we tested from the cables outside to the modem. Then to the router. Then the ethernet from router to PC. all of it says I should be recieving 600-800 Mbps or straight up a gig. Since its not the modem, the router, or even the ethernet cable (all of which have been replaced) I can only assume it's a hardware issue on my end. I'm wondering if anyone can help me figure out what it is. Im sort of out of my depth. My friends helped me build this computer and I no longer speak with them and I know very little. Here are the specs:

I should also note that Upload speed is always high, around 31-33 Mbps. It's just download speed and it's on games that dont take up a lot. Even google is rough sometimes.

May I ask if you are still experiencing abnormal speeds with your wired network connection?
When the issue occurs, what is the status of the indicator lights on the LAN ports at the rear panel of the motherboard?

Does the issue with low network speeds also persist when connecting via Wi-Fi? 
We recommend following the steps outlined in the [Motherboard] How to fix the cable network problems of Motherboard – Troubleshooting guide.
Additionally, please ensure that the current BIOS, LAN, and OS drivers are updated, and that there are no power management settings imposing restrictions.
We also recommend updating the router firmware, checking the router's GUI or CLI settings, or resetting the router to confirm the issue.

I'll follow the troubleshooting guide as soon as I can. I am still experiencing the same issues still.

The indicator lights on the LAN ports seem to be functioning as expected.
In addition to checking the driver version, we recommend reviewing your QoS settings to ensure they are not restricted and verifying whether any firewall or security software is blocking connections.
Since this issue occurs during gaming, we also suggest checking for possible overheating inside the chassis or latency issues on specific game servers.
Please monitor whether the issue occurs only at certain times (e.g., 6 PM daily) or under specific conditions (such as after the system has been running for an hour).
