I bought a new PC, installed the latest version of Windows 24H2 (26100.2314) and updated the BIOS and the latest drivers, but I found one problem: when the memory profile is enabled in the BIOS, programs freeze and lag, when it is disabled, everything is fine. Also, the PC on 9950X takes a very long time to start up, compared to the second PC based on 5950X with the same Windows, the speed differs by 2-3 times (both have accelerated startup enabled in the BIOS)

Could you clarify if the "memory profile is enabled" refers to EXPO or a related overclocking setting , and is the memory installed in the recommended slots?
If so, the described scenario may stem from compatibility or stability differences between the memory's overclocking parameters and your system configuration.
ASUS has verified the motherboard for optimal stability and compatibility with devices listed in the Memory QVL.
Upon reviewing your installed memory, "F5-5200J4040A48GX2-RS5W," we found it is not listed in the ROG STRIX B650E-F GAMING WIFI’s QVL:
We recommend manually adjusting the memory overclocking parameters to achieve the most compatible settings for your hardware or cross-testing with memory listed in the QVL.
