rog steix x670e microstuttering when tpm is activated?

ripping my hair out over this. on windows 11 with ftpm on the bios ive noticed in the TPM section of windows when it goes from standard hardware security not supported to your device meets the requirements for enhanced security or the other way arround my computer will stutter for a very short amount of time, turning off ftpm will fix the issue but i need an actual solution. is there any way of actually fixing this?
