Based on your description, could you confirm if you are now able to boot successfully and enter the system?
If not, regarding the issue you described, the Q-LED showing a yellow DRAM light indicates a memory error.
We recommend trying to install with a single memory module in the DIMM_A2 slot, clear CMOS, and check if the system can boot. Once the system successfully boots, power it off and install the second memory module.
Please also verify if the memory you have installed is listed in the QVL for the ROG CROSSHAIR X870E HERO to ensure compatibility and stability.
For the Q-Code 15 issue, aside from checking the memory, please inspect the CPU socket for any bent pins or ensure that the CPU is installed correctly and is neither overly tight nor loose.
