Hard to know, but I'm guessing that you do have a power issue. Have you connected the 25 pin power connector and both of the 8 pin PCIe motherboard connectors? If you have, then check them all carefully at both ends, on the PSU end as well. It's surprisingly easy to have a connector that isn't fully seated, especially the 25 pin. They can require quite a lot of force, so try and support the motherboard underneath when connecting it. I've seen videos of people pushing in those connectors on videos and you can see the motherboard bending. Scares me, lol.
I do agree that your PSU is a bit on the weak side, a minimum of 850W would be better, especially for gaming, but 700W should be plenty to get it all set up and booting normally. The entire system is unlikely to be pulling anywhere close to 700W if only running Windows. Anyway, if no luck with the cables, I'd be tempted to try swapping out the PSU next (or try and borrow one for tests). You might also have a faulty cable or connector, so test change the cables as well. Hope you make some progress soon.
