I just build new pc with asus rog strix gaming e wifi II motherboard and intel i7-14700k processor and a asus nvidea tuf gaming 4070 and was able to instal windows 11 i flashed the bios and and i can get in my windows if i turn of psu but with soft reboot i get stuck on qcode 16 and no screen i alrdy changed ram because i saw it could be a problem so got some of the qvl list but still have the problems is there a solution for this?

When facing issues with booting, are any Q-LED indicator lights on?
In the case of the ROG STRIX Z790-E GAMING WIFI II, referring to the "Q-Code table" in the user manual, a code 19 corresponds to the "Pre-memory System Agent initialization is started" error.
We recommend considering updating the BIOS to the latest version released on February 23, 2024, labeled as version 2002, and clearing CMOS before checking again.
What is the part number of the currently installed memory, and is it listed in the motherboard's QVL?
Does the problem of being unable to boot after restarting remain if you install a single memory module in the recommended slot as specified in the user manual?

Its the ROG STRIX Z790-E GAMING WIFI II.
Yes memory is rightly installed and in qvl list ( even bought qvl ones afther i got the problem and it still there so)
There is no q-led light when its stuck on 16.
the lastest bios is alrdy installed first thing i did and on site its not version 2002 its 1002 got from asus offical website the other 1 has version 2002, and cleared the cmos multiple times but as soon as i get out of the bios then i get q-code 16 again because its a soft boot and havent made any changes tried to change cms somebody gave that as a option that dident help either.

Could you please share the part number of the currently installed memory?
If you only install one memory module in the recommended DIMM_A2 slot, does the issue of being unable to boot upon restart persist?
We recommend verifying the memory and M.2 slots for any stains, foreign objects, or damage.
Alternatively, you can try rebooting with only the CPU, RAM, GPU, and PSU installed to see if the problem still occurs.
