Problem with installing Hyper M.2 into top slot (G5_1) Maximus z790 HERO

I have a giant GPU so if I install it into the top slot (G5_1) tho lower slot (G5_2) is getting blocked and making it impossible to have Hyper M.2 card installed in there.

So I tried to install GPU into the second slot (G5_2) and have Hyper M.2 in the top slot (G5_1). 

The problem is, when I check my SSD with HWiNFO my GEN 5 SSD only gets Maximum Link Width x2 instead x4 which drops the speed from 14.000mb to 7.000mb. 

Can I fix it somehow? I tried so many options in BIOS and nothing works.

Does the top slot G5_1 only give 2 links? Why? Is it not suitable to have Hyper M.2 in the top slot?

According to the manual, if you put the Hyper M.2 card in the G5_1 slot, it supports pcie 4.0 x4, so it wouldn't give you 14.000mb.

The only way to get pcie 5.0 speeds is with the hyper card in the G5_2 slot. The motherboard M.2 slots are all pcie 4.0.
