No boot devices found on ROG STRIX Z790E

Just recently upgraded most of my pc  components. I kept the SSD and the HDD. When I turn on the pc, the bios flash screen comes up and tells me to hit F1 to run setup. When I go into setup, everything looks fine, except there are no boot devices. When I exit out, I get no display, and have to restart the pc. If I put the Windows 7 Pro installation disc in, I get the same screen telling me to run setup. When I hit F1, I see that the DVD drive is recognized as a bootable device. I go into the bootable menu and click on the drive, and the of restarts. When it restarts, it recognizes the Windows installation disk and starts to load files. Then the splash screen comes on, but freezes there forever. Everything is new except for the drives. Do I need to replace them as well?

May I ask if you are currently using the ROG STRIX Z790-E GAMING WIFI or the ROG STRIX Z790-E GAMING WIFI II?
Both models, as per the official website specifications, support the operating systems Windows® 11 and Windows® 10 64-bit.
Could you please attempt to verify the relevant settings using the supported system versions?
For guidance, you can refer to [Motherboard] How to install Windows 11? The installation process for the Windows 10 operating system is also similar.

I am using windows 7 pro. Do I need to use windows 10 pro?

I am using the Z790 E Gaming WiFi mobo. I loaded Windows 10 64-bit, and we are good. The only problem I am having is when I start the computer, it goes to the flash screen and prompts me to hit F1 to run setup. When I hit Fi, it takes me to the bios, and I don’t know what to do from there. Any help? Thanks.

Could you confirm your current BIOS version?
If you haven't updated to the latest version 1801 released on December 22, 2023, please consider updating and clearing CMOS, then check again.
