New STRIX X870E-E powers but doesn't initialize

Building new PC. Using new 1000W PSU. New CPU, RAM, Graphics card.

Power comes on but nothing happens. All components appear to be powered. The power will start when pressing the case power button but unable to shut off power except by killing PSU rocker or unplugging.

The Q-Code indicator reads 00 and doesn't change. The four error indicators do not light and stay dark.

Ryzen 9 7900, Asus GEFORCE RTX 5070, G. Skill 64GB (2x32GB) DDR5-6400

Reset the CMOS but I'm at a total loss of what to try next.

00 Indicates no CPU installed or a related MB fault. 

Remove the CPU and inspect the the CPU pin-pad and motherboard socket for any debris or damage. 

Reinstall the CPU and cooler whilst ensuring for consistent mounting pressure as per vendor guidelines.
