ROG MAXIMUS Z690 HERO EVA Edition MB
Intel I9 149 KF 14th Gen CPU
Corsair Vengeance RGB DDR5 32 (16x2) memory X2
All new hardware
On power, all system LEDs lit up properly. There is no screen to monitor. Qcodes run through 17, 53, 54, and 55. Stays on 55. This is not my first build.
I've tried only 1 ram stick, 2 ram stick, all the way up to 4, with correct slots being used accordingly.
Currently installed is my old MSI RTX 2080 TI, but I have a new MSI RTX 4070 TI Super coming in mail.
What process of elimination should I take to locate and correct the problem?
Both new Corsair RM1000x PSU and Corsair ICUE CPU cooler installed. All compatible with system.

Code 55 = Memory not detected.
Shut down your pc and unplug the power supply cable.
Install one stick of memory in the A2 slot (second slot from the cpu).
Press and hold the clear cmos button for 3 seconds.
Boot up your pc.
Do you get a successful boot?

Sorry to hear that didn't help.
Next thing to try is updating the bios with the bios flashback feature, if you need help with this just say so.

This is the conclusion I am at currently, as well. Is this possible to do with no screen?

You can try connecting your monitor cable, although it looks like it's not passing the memory check.
Still the same code 55 after connecting your monitor cable?
Updating the bios can help with compatibility and stability, was why I mentioned this.
Something else that can cause code 55 is an unevenly mounted cpu cooler, or mounting the cooler too tight. Bent or damaged cpu socket pins will cause code 55.
So, you could remove your cpu cooler, inspect the cpu socket with a magnifying glass to be sure the socket pins are all inline. If you have a phone, you can take a picture of the cpu socket and post it here if you like.
If all looks good, install your cpu cooler making the mounting screws just snug, don't overtighten.

I meant.....is it possible to update BIOS without having a GUI to working with?
I have monitor and cable.....just black screen . How do I do anything interacting with that being the case?

Yes, all you need to use bios flashback is a usb flash drive formatted to the .FAT32 file system and power to the motherboard. (Your pc shut down with the psu switch on).

As Nate mentioned, a Q-Code 55 error and failure to boot on an Intel platform motherboard typically indicate a memory-related issue.
We recommend referring to the "Troubleshootings for Memory Abnormal" section in [Motherboard] Common Q-CODE (Error CODE) and Troubleshooting.
Also, ASUS has verified the motherboard for the best stability and compatibility when installed with the devices in Memory QVL list. Please cross-test with memory modules listed on the ROG MAXIMUS Z690 HERO EVA EDITION QVL, if needed.
