New Build Issues with Strix Z790-A Gaming WIFI 2 and No Signal out of DP and HDMI

I am building a new computer ( My first gaming computer ) and when I went to power on nothing happened and monitor shows no signal for both DP &  HDMI on both Graphics card and motherboard.

I have gone through a number of videos to troubleshoot taking the approach of removing/adjusting one thing at a time and my final assessment is confusing.

Primary weirdness is that none of the Q-LED lights turn on during what should be POST BUT if I try to power up without RAM the Q-LED light for RAM turns on ( which is expected ), All Fans and ARGB are active and running fine

The mother board has rotating lights on power on, Memory sticks have lighting on them and they light up on power up and Power Supply shows a 23 usage.

Original Config:

Strix Z790-A Gaming WIFI 2, I9-14900k 64GB G-Skill Trident , Samsung 2TB M.2 SSD, TUF Gaming 4080 Super, Asus THOR 1200 Watt PS

With everything plugged in and powered on PS shows a consumption of 39

I removed Graphics Card first consumption dropped to 23

I tried one memory stick

I tried removing all plugs and reseated

I redid Front Panel Connections to Motherboard

I reset CMOS 

So looking at various sites it seems to point to Motherboard but portions of the Motherboard seems to be working.

I did not reseat Processor because that would require me to remove AIO ( which I am trying to avoid if possible ) 

Currently working on how to generate a bootable USB with new BIOS since my current computer has built in drive encryption for USB devices.

So any ideas? Should I just replace the motherboard or something else I should try

Hi @GregWashington 

Your point on reseating the AIO and CPU, you will likely need to in order for troubleshooting purposes given the no-POST situation.

You will need to inspect the socket and CPU pin pad. Ensure not to over-torque the cooler as per cooling vendor instructions.

If you are using a CPU contact frame, ensure this isn't over-torqued also.
