I need some desperate assistance in regards to a problem I'm encountering on a system I have just built for a friend. The issue I'm seeing currently is one where when I cold boot the PC, it either won't detect the machine's network devices (both the ethernet & wifi adapter) or alternatively, doesn't recognise any audio devices. When I reboot the PC, it will then detect everything. I have rebooted the machine multiple times and it remembers the devices but when I power the system down then back on again, it'll boot but then either can't see the ethernet/wifi or audio devices again. Such an incredibly weird problem that I've never seen before.
Specs:
CPU: Ryzen 7 9800X3D
Mobo: Asus ROG Strix B850-F Gaming Wifi (Running the 1066 BIOS version)
PSU: Seasonic Focus 1000w Gold
RAM: G.Skill Trident Z5 RGB 64GB (2x32GB) F5-6400J3239G32GX2-TZ5RK (RAM was initially running at it's 6400M/T XMP/DOCP profile but I've disabled that and it's just running at the base 4800M/T at the moment)
GPU: AMD Radeon RX 7600 XT + Integrated GPU
SSD1: 1TB Kingston SA2000M81000G (In M2_1 (top) Socket)
SSD2: 4TB Samsung 990 Pro (In M2_2 (2nd down) Socket)
HDD: 4TB Seagate ST4000DM004-2U9104 (Connected to SATA 1 Port)
I've done a full Windows (11) re-install on the machine and ensured that it has all of the latest available drivers but no joy. I've never seen this sort of problem occur in all my years of building PC's and I'm at my wits end on it.
Genuinely would welcome any advice or suggestions of anything I can do to try an resolve this. If any further info is needed, please let me know and I'll do my best to supply

Regarding the cold boot, may we ask whether you mean that the PSU power cord was unplugged from the outlet or that the PSU switch was turned off?
After updating to BIOS version 1066, did you clear CMOS? Could you check whether setting Fast Boot to [Disabled] makes any difference?
We also recommend making sure that your chipset and related drivers are updated using the versions provided and verified on the ROG STRIX B850-F GAMING WIFI support site.
If the issue remains the same, please help provide a complete video recording that captures the problem. We suggest including the following steps in your recording: confirming all hardware connections, clearing CMOS, verifying in the BIOS that Fast Boot is disabled, booting into the system, confirming that Ethernet and Wi-Fi cannot be recognized, running the Windows network troubleshooter or reinstalling drivers, and then checking if the issue persists after a reboot. This will help us further investigate your issue.
