My Pc won't power back on after a shut down or sleep

My Pc wont turn back on after shutdown or sleep.
Somethings work to power it back on randomly, like clearning cmos, power cycling the PSU, etc or jumping the psu from 24 pin cable.

Have tried new BIOS, windows, and most of the software fixes.
No issues with the PW hearder or the button.
re-seated CPU and ram and GPU.

When the system fails to boot, do any Q-LED indicators light up? Have you tried cross-testing with a different PSU and power cable?
We also recommend replacing the CMOS battery with a new one.

Regarding the issue where the system fails to wake from sleep, we suggest disabling Fast Boot in the BIOS and Fast Startup in the OS. Additionally, please ensure that there are no extra power management settings or restrictions configured in the system.
Furthermore, we recommend removing all SSDs and HDDs and cross-testing with a different system drive to isolate any potential hardware-related issues.
