The MB won't enter a bios, let alone boot. It matches the problems reported on the below thread, and the 00 code is reported as "not used" for this MB as well on the manual.
From that thread, I learned that the motherboard enters the state (where the Q code stays at 00) prior to checking the ram in the boot process. Plus, I also verified that by removing all the ram and turning the MB on, same behavior...Now on the W790E-SAGE SE, underneath the Q-Code LED is 4 Q-LEDs. I THINK the MB is initialized enough it can flag these Q-LEDs before the Q code transitions from 00 to 01 in the boot sequence.
The 2nd of these is the DRAM fault LED...I have no DRAM installed, yet the DRAM fault LED isn't lighting up.
The first is the CPU fault LED (also not lighting up)...I'm ganna remove the CPU entirely really quick and see if anything changes.
After removing the CPU, the behavior is still the same when I try to power it up. The CPU fault Q-LED remains off. This is fantastic news because that CPU cost me 2300$, that would be devastating if that was the problem.
The MB is not even reaching the point where it can determine if there is a CPU installed...but, I can't eliminate my CPU being the problem. Maybe it never saw it to begin with. But then why would it not flag a CPU fault Q-LED!!!!? I'm getting confused.
Any thoughts? Maybe there's something wrong with my PSU. My PSU connections?

Could you please clarify if this issue occurred after the PC was first built or after using it for some time and occurred following any recent changes, such as a BIOS update or component replacement?
According to the [Motherboard] Common Q-CODE (Error CODE) and Troubleshooting guide, on Intel platform motherboards, a Q-code 00 error during boot indicates a CPU issue.
We recommend following the Pro WS W790E-SAGE SE manual instructions to reinstall the CPU, RAM, and PSU and check for any hardware damage, such as bent CPU pins or dirty/damaged memory contacts.
If necessary, please cross-test with another CPU or hardware to isolate potential hardware problems.

I can be so selfish sometimes...I'm one of those that doesn't reply back as soon as I get what I want or need. Not today, someone really might benefit from this: I had a loose connection on ATX_12V(2)_1, I believe this was the cause of the Q code 00. The CPU was not receiving full power.
Mind you, I also installed a second PSU(of exactly the same type as PSU#1) at the same time as when I noticed the faulty connection. So there is always a chance the additional PSU fixed things but very unlikely. If you run across this issue yourself, please check ATX_12V(2)_1 .
