mb bios or me!

Trying to fix my sons computer.  asus x99 deluxe mb.  Turned on  and got an error cpu overvoltage need to enter bios to fix?  When entering bios f2, i get a blcak screen, reboot does same thing.  the cooler works corsair liquid but the other 4 case fans dont.  The q code stays at 00. Reseated all cards gpu, ram and ssd.  Downloaded bios and tried to flash the bios , it blinks three times then stays on solid.  I tried mbr format and 5 different usb drives but same thing.  Finally I removed all connections to the mb and with just power tried to flash again but same.  I changed the power suppy already.  I cleared cmos and changed battery.  is this the mb, the bios chip or me?  also i removed the processor and no burnt pins or bent pins cant really afford to try/swap things any help would be appreciated.
