SOLVED : Wi-Fi antenna needs to be connected to motherboard
Was having trouble connecting my Samsung Note 10 Plus to my PC. It was showing up sometimes and sometimes not. When it did show up, it would not connect. I was doing this sitting at my computer, with phone only about 2 feet away from my box. I decided to move the phone closer so I sat it on top of my case and it connected immediately. I then moved it 6 inches away and the Bluetooth disconnected.
Tested my phone on my daughters Asus Rog Strix Laptop and it connects without issue and range is as expected, staying connected across the room, playing audio, etc.
Something is wrong with Bluetooth on my motherboard.

Figured it out. The Wi-Fi antenna must be connected. Works fine now.
