Long boots, slow draws, but only on PCIE GPU. Asus ROG Strix X870-A

As the title says, I'm experiencing a very weird problem. Boot to bios is extremely slow and the screen draws from top to bottom like a 1980s Apple computer when egpu (pci-e) is in play. 

The issue gets weirder. With the GPU removed, the igpu causes the bios to function perfectly. With the GPU installed and a monitor hooked up to both the igpu and the pci-e GPU, the regular GPU also causes the bios to function normally.

With igpu disabled and pci-e GPU only, the problem persists. 

 

I cannot for the life of me figure this one out.

Problem Solved : Removed 3.0 PCI-E Vertical Extension Cable

Didn't realize the cable was PCI-E 3.0, which appears to have caused a interface issue with the card and the board where the card and the board want to communicate in 4.0 but the cable was stuck in 3.0. This was not an issue with the previous setup, where the slot was PCI-E 3.0 maximum.
