According to the relevant instructions in [Motherboard] How to use USB BIOS FlashBack™?, the BIOS Flashback indicator light will only blink during the BIOS update process.
If you have already ensured that all power cables are properly connected, the CPU is correctly installed without any bent pins, and there are no issues such as an overly loose or tight installation, yet the system still fails to power on even with minimal components connected, we recommend considering a repair service for further diagnostics.
