i9 11900k doesn't reach maximum frequency

Hello, does anyone have an idea why a "ROG STRIX Z590-A GAMING WIFI" won't let an i9 11900k run at full power? Even after adjusting the values in the BIOS, it only reaches a maximum of 3.5 GHz. It seems like turbo boost never activates, even though the CPU is pushed to its maximum power during various stress tests. The temperatures reached a maximum of 45 degrees (cooled with a 360mm AIO) with a maximum Vcore (automatically assigned by the motherboard) of 0.9 V.

Since this belongs to a friend who is at a distance, I can't intervene in person, but during a video call, we properly configured the BIOS and even updated it. What do you think could be the issue? At this point, I suspect the CPU might be defective.

According to the official specifications, the processor base frequency for the i9-11900K is 3.5 GHz.
Regarding the issue you described, may I confirm if there are any other abnormalities aside from being unable to configure CPU overclocking, such as blue screens or unexpected system restarts?
