I cannot get my GPU running PCIE 4.0. Only in PCIE 3.0

Hi!

My GPU only runs at PCIE 3.0, if I try to format the PCIE port to Gen 4 in the Bios the screen stays black when it boots up. I have checked and the bios and GPU driver are up to date. Any suggestions?

(ProArt Z790-CREATOR WIFI / 14700KF / RTX4070 TI Super 16GB)

Could you please clarify if this issue occurred after the PC was first built or after using it for some time and occurred following any recent changes, such as a BIOS update or component replacement?
When the BIOS is set to Gen 4 and there is no display upon boot, do any Q-LED indicators light up? 
We recommend updating to the latest BIOS version 2801, clearing CMOS, or performing a cross-test with other PCIe slots to see if the situation improves. Additionally, please ensure that the VBIOS and relevant drivers are up to date.

If the issue persists, kindly confirm the following information:

- The current BIOS version, along with images of the BIOS main page and all manually adjusted settings
- The brand, model, and installation slots/ports of the RAM (including part numbers), SSD/HDD, and PSU
- The brand, VBIOS version, and driver version of the RTX 4070 Ti Super 16GB
- PCIe slots tested with the same issue for RTX 4070 Ti Super 16GB, and confirmation if installed directly without extension cables or adapters

- The OS version and OS build
- The circumstances and frequency of the issue
- A complete video recording of the issue, including the following steps: start recording > check hardware connection status > verify BIOS version, clear CMOS, boot into the system and check GPU PCIe speed > reboot and enter BIOS > verify that PCIe slot settings are changed from [Auto] to [Gen 4] > save and reboot, noting any black screen occurrence > current troubleshooting steps and any additional information > end recording.
