Help!? Code 00 on ASUS rog maximus z790 dark hero motherboard

Just finished putting together a new pc. This being my first time using this mother board I have no idea how to solve this issue. When I turn on the PSU all of the lights will come on, after pressing the start button I only get the 00 and my monitor does not turn on, nor does it seem any USB’s work. I read online that 00 means the motherboard is faulty or can’t read the CPU??

When an Intel platform motherboard encounters a boot failure with Q-code 00, it indeed indicates a CPU detection issue during the boot process.
Please refer to the [Motherboard] Common Q-CODE (Error CODE) and Troubleshooting guide, as well as the ROG MAXIMUS Z790 DARK HERO user manual, to verify whether the CPU is properly installed, if there are any hardware issues or CPU bent pins, and whether the power cable is correctly connected.
If necessary, please consider cross-testing with another CPU, or promptly contact your reseller for after-sales support, as you have recently made the purchase.
