I just spent thousands on a Brand new Build. never posted. ROG Z790 E gaming, i9-13900k, ROG Strix 4090 OC, ROG Thor 1200w PSU, ROG Ryujin III ARGB Cooler, Trident Z5 RGB 2x32gb 6400mhz ,WD Black gen4 ssd 4TB.
No Post. only double 00 error code with nothing on display (I have 2 monitors and yes the monitors are on and connected)
Everything is connected properly. I double checked, trippled checked all cables and connections. (yes the processor is seated correctly and I checked for bent pins)
I got the mobo and CPU at bestbuy with warranty. I went an exchanged both and still same issue. I got a different PSU (1300w EVGA) to test but still same issue.
tried one ram no ram same issue.
Tried removing the 4090 and just using the onboard graphics on mobo. same issue
I even took the build apart tested motherboard and cpu only outside the ROG Hyperion Case...Just sat it on the packing box of the motherboard. Same double 00 error code
Flashed bios using flashback and USB flashdrive. No matter what combination of things I have connected or not connected. I only see double 00 error code on the motherboard. No video
which leads me to believe nothing is defective. But rather some incompatibility. Somewhere.
I took the CPU and Motherboard back to bestbuy and received a 3rd just incase my luck is just that terrible that I would receive 2 seperate DOA CPU and Motherboard. SAME ISSUE. No way its the CPU or MOBO or PSU.
Someone please help. I love ROG but what is going on?

UPDATE: issue resolved.
I took it to a local computer repair shop.. just motherboard, cpu, and ram. Repair guy used his i9 12900k on my motherboard it works no problem. He put my i9 13900k on his MSI board. Cpu error code. He claims bad cpu. I said no way since I replaced them multiple times and the cpu is only 1 day old. I just exchanged It yesterday. So I entertained him since I knew I have bestbuy warranty. I told him give me 1 hour. ill go exchange it for another new one and bring it in for install. Turns out the last cpu replacement actually worked.
So I guess bestbuy is selling defective CPUs or my home or my body is killing CPUs just by touching them? Not sure what happened but my z790 Hero Maximus is finally working with i9 13900k.. it took 5 returns / exchanges before one of them actually worked out of the box.
. so I guess bestbuy is to blame? Bad luck ? Religion ? Who knows.

May I inquire about whether you are currently using the ROG STRIX Z790-E GAMING WIFI or the ROG STRIX Z790-E GAMING WIFI II, and what is the BIOS version?
If your BIOS is not the latest version, please update to the latest one and clear CMOS before checking if the system can boot successfully.
According to your description, even after replacing multiple sets of the same model of motherboard and CPU, you still encounter issues with booting and see Q-code 00.
Apart from the Q-code, are there any Q-LED indicators lighting up?

Confirmed I am using ROG strix Z790 E gaming part 1
not E gaming II
Update: I borrowed my friends i7-12700k and board boots fine. GPU and RAM all working as expected.I installed windows 10 and updated bios to latest. Then I switched over to i9-13900k. Same issue. Again 00 error code. I removed the i9 and put the i7 back. Boots up no problem. Cleared CMOS, tried i9. Nothing but 00 error code.Computer boots with i7. BIOS up to date.
I returned the i9 got a new one yesterday. Issue still occurring.
Returned the motherboard to bestbuy. Got another from microcenter. Only installed 1 stick ram, i9 13900k and PSU Nothing else, didn't even mount it in case. Just straight out the box. Issue still occurring 00 error code. Motherboard does not boot with i9 13900k out of the box or updated manually. Doesn't work period. Removed the i9 and placed the i7. Board boots up no problem.

Regarding the scenario you described, we have compiled the hardware specifications and information and further consulted relevant departments.
Please try flashing the latest BIOS version 1801 again and clearing CMOS before rechecking the booting issue with the i9-13900k CPU again.

Still doesn't work Updated bios to latest
I purchased a z790 maximus hero brand new yesterday, only installed i9 13900k and 1 stick of ram. And power supply. Not recognizing 13th gen i9

Hello! Coincidentally work for GeekSquad at Best Buy and have been running myself rampant for 5 days with this same exact issue verbatim scenario, with a rog z790-e Gaming Wifi rev 1.01, the cpu doesn’t even receive power but the vrm’s are code 00 on the larest Bios revision will write back with more info… I’m going to try an older Bios revision and see if it might be a bug

So I found a 14700k works fine in the board hut a 13900k doesn’t I also put the 13900k in an msi mpg and it wasn’t working so my tunning theory is the rev 1.01 boards are frying 13900k’s unconfirmed though

May I ask if you are unable to boot when installing the i9-13900K, resulting in a Q-CODE 00, while the i7-14700K boots successfully?
During the failed boot, were any Q-LED indicator lights on?
