Green and white solid LED - NO POST

Hey there, I'm looking for some help.

 

Currently running an asus z790 tuff mobo

Asus tuff rtz 4060 ti super 

I5 13600k

1000w corsair 80plus gold psu

 

I've attempted to remedy my green and white lights and I'm at a loss as to what to do next.

 

I've purchased another z790 mobo to see if that fixes, with same green and white led and no post, the 4070 is new as well from a 3060 that had the same issue, psu is new as well, all new cords, tried different monitors, mice, keyboard, setting up individual ram sticks. I'm clearly missing something. System is currently as listed above.

Could you please confirm the full model numbers of the two motherboards, such as the TUF GAMING Z790-PLUS D4 or the ROG MAXIMUS Z790 FORMULA?
When the boot issue occurs, besides the Q-LED indicator, do any other Q-codes appear?
We recommend referring to the following FAQs for troubleshooting:

How to clear CMOS?
Also, consult the respective motherboard manuals to ensure all hardware and power cables are correctly installed, and avoid using extension cords or adapters during testing.
