Is it optional to connect the 8 pin pcie pwr cable located under the 24 pin atx pwr? Would there be any overall system performance gain upon connecting this cable?

Thank you for reaching out to us.
According to the ROG CROSSHAIR X870E HERO user manual, the PCIe_8PIN_PWR connector is located below the 24-pin ATX_PWR power connector. This connector provides power for PD3.0 support for the USB 20Gbps Type-C® front panel connector.
As a result, it is unlikely to affect the overall system performance but is primarily intended to supply power for 60W fast charging.
