Crosshair viii dark hero startup problem

I purchased the crosshair viii dark hero last November and was having issues with the front panel audio (static, hissing, pops,). I later found out this was because my corsair rm1200x is missing a 12v rail. Before I found this out I called asus and explained the issue I was having and that I tried a replacement front panel module for my corsair 7000X rgb. (Corsair sent me one free of charge, no questions asked btw). I was immediately put on hold while the support agent talked to his supervisor. When he came back I was told to RMA the board, which I did. While checking the RMA status I noticed it said it was out of warranty because of "CID" customer induced damage. I called support again to see what the hell was going on and was told the pcie slot was broken, and apparently by me. I've been building computers since the days of the old 486/66 and voodoo 3's. I know what I'm doing and there is no way I broke anything on this board. I did finally get them to "waive the repair costs as a courtesy". Really ASUS? Oh and they were going to charge me $115 more for a recertified board, than I originally paid for the the brand new board. Sorry for that long rant, I'm just pretty irritated. Now for the recertified board they sent me. It worked alright for a little while but now when I try to turn on or wake up the computer, the power button on the case, and the start button on the board do absolutely nothing until I cycle the switch on my psu. The steps I've tried so far are, taking everything out of the case and reseating everything, swapped out the corsair psu for an older evga psu, (which fixed the audio issues btw), tried both sticks of ram individually, and even tested the electrical socket with a multi-meter. After searching the internet I came across a long post on here about someone having the same problem as me. Has there been any kind of fix or admittance by ASUS of an issue existing with this board? I mean, I'm probably going to have to RMA the board again and there's no guarantee that will fix the issue.
