CPU slows frequency to 545MHz periodically

Mobo ROG Strix B650E-F Gaming Wi-Fi. CPU Ryzen 7500F.

When computer do nothng - just stays power on (not sleeping), after returning to work on it CPU slows down freqeuncy to 545 MHz. And 1-2 min not up it to normal 3.7GHz+. Issue is not often happens, 1-2 times a day. After reboot not apears 1-2 days.

BIOS latest 3014, but several times issue was on previous version 2616.

Could you please clarify if this issue occurred after the PC was first built or after using it for some time and occurred following any recent changes, such as Windows update or component replacement?
May I ask if you are using third-party software to check the CPU frequency through the system?
Since different software may vary in how they acquire and monitor parameters, we recommend comparing results from multiple tools.

Aside from CPU throttling, are you experiencing any other issues, such as lag, freezing, or black screens, after the system is used again after idle?
Does the CPU throttling issue still occur after updating to version 3014 and clearing CMOS?
If so, please check if there are any additional restrictions or settings under "Change advanced power settings" in the system and also ensure that there are no power state restrictions in the BIOS settings.

Thank you for reaction to my issue! Here is answers to your qeustions:

PC was built not so far. About 2 months. And issue not happened right after it was built.

I didn't remember is it was after windows update or not. Will see on it on next windows update.

I'm use third-party tool LibreHardwareMonitor to monitor system sensors and CPU frequency. But if you mean that 545MHz is just wrong number from tool, when frequency so low system starts to work very-very slow. Even mouse pointer moves with lag.

After I'm updated bios to 3014 it drops all bios settings to defaults. But I didn't cleared bios throuth the mobo jumper.

Power plan in Windows is High performance. In bios didn't change any power settings.

And I noticed that this issue start to happen often, even right after windows start, if in bios enable option "ASUS performance optimization". It disabled by default. And I'm not use it, just tried it.

Right now PC works allready about 4 days without reboot, and this issue still not happend.

I'll keep watching to figure out dependences of this issue and will report here.

Reporting. Yesterday rebooted PC. After I lauched browser (chrome), and soon close it (about 10-15 second after launch). And catch the issue again! But only for short period of time. About 10 seconds. After CPU always have normal frequences till now.

I'll keep watching. Looks like bug happens only during some period of time after reboot...

Continue to observe.

Looks like it happens only during some period of time after system was rebooted.

Yesterday, Windows installed latest updates and PC was rebooted. After this I worked about 2 hours and today's morning no issue.

But than I went to my work and PC was idle but powered on all day. And when I returned home in LibreHardwareMonitor I see that minimal frequency of all cores at some moment there was 545MHz again. This program show current/minimal/maximal values that was at least once.

I didn't know when it was. But looks like it happens once after rebooting system but I didn't know the trigger yet.

Hope next time I will be near PC to look into windows event viewer to see what happens at the time the issue happens.

Yesterday, after posting rebooted PC and start to wait issue. Worked on PC during several hours - played games, internet surfing - no issue. All night PC was powered on - morning: no issue. After returning from my work some minutes ago - I see in monitoring utility - issue happened again during daytime while PC was idle but powered on about 8 hours.

Results: Issue happens once after any reboot and looks like it didn't repeat till next reboot. Find in internet that this issue happens on Ryzen 7000 CPUs on Windows 11 24H2.

Will observe any other causes of issue.

Until monday PC was always on and no issue. But mondays evening Windows installs update and restarts PC. All evening I worked on it and no issue.

All yestrday night PC was on and in morning I worked a bit on it. Then I went to my work and leave PC powered on. After 8 hours I returned from work and noticed that issue happened during this time again.

I again rebooted PC and start to wait issue. But all evening, night and today's morning no issue.

Think that some task that runs when PC is idle can be the reason. Maybe it runs once after windows update?

Very strange behavior of this issue. I still not understand his dependeces. After previous post in wednesday evening I rebooted PC manually and start to wait issue. I worked all evening, thursday morning, evening. Two nights PC was on in idle. And today's morning issue happened just during my work on PC. About 15-25 seconds CPU frequency droped to 545MHz during my serfing internet in browser. Then it returns to usual 3700-5050MHz range. No overheating or hard CPU work was in this time.

I noticed time when this happens and after I return home from work I will check windows events - what happens in this and close time.
