Can not boot up z790-E once. first time always show Q-code 16.

Sorry for poor english.

My setup:
CPU:i7-13700K
Motherboard:Asus ROG STRIX Z790-E GAMING WIFI
RAM:Kingston Fury Beast RGB 32G DDR5 5600 X2 (DIMMA2 DIMMB2)
Graphics:Asus ROG Strix RTX 3090
PSU:CORSAIR HX850

Hi, I upgraded new cpu cooler ROG Strix LC III 360 ARGB LCD and new SSD Crucial t500 2tb. but now I can't boot up PC once,Q-code show 16 on first time ,I need press power botton force turn off and boot up again to boot.
I tried upgraded BIOS to 2503 and RMA MoBo Asus say it  ALL PASS... and RMA RAM Replace with new ones.
What can I do right now...really need help and advice.

A few in this thread with a similar problem say they had code 16 from bent cpu socket pins. - Z790 Hero Q-Code 16 error. Can't even install windows os : r/ASUS (reddit.com)

You could try loosening your cpu cooler a little.

You could double check the cpu socket for any bent pins. A magnifying glass or a few pictures is good for checking the cpu socket.
