Ive been using MSI GTX 1080ti 11gb on my Maximus XIII Hero z590 for years. I recently aquired RTX 3070ti but the system didnt post. I tried clearing cmos, updating bios, booting with one ram stick, and finally returned the GPU to the seller. Today I bought RTX 4080. This time I also saw the white horizontal artifacts when I turned the PC on, but it lasted only for 5-10 seconds before it went to POST and let me login to windows. Thinking everything was mint, I used DDU and rebooted, only to be stuck at the white lines again. I ran over to the store to get a new Display Port cable, thinking that might be the issue, but still no display. I switched back to my GTX 1080ti and here we are. If anyone has any fix to this issue it would be greatly appericiated. The PSU is ASUS Rog Strix 850w. CPU i9-11900k, 32gb Patriot Extreme Viper, Cooler Arctic Freezer II 360. Case Fractal Define 7.
Cheers.

Hi @r00ten
Are you using a riser cable for the GPU?
Have you tried updating the BIOS for the Hero?

Hello @r00ten
As Silent_Scone mentioned, may we ask if you are using any extension cables or adapters to connect the GPU?
If so, we recommend installing the GPU directly onto the motherboard and cross-testing different PCIe slots to see if there is any difference, as well as cross-testing with a different PSU.
Please also check whether the hardware configuration might be affected by sharing bandwidth:
Kindly provide a full video recording showing the abnormal behavior, as this will help us better understand your situation if the issue persists.
Thank you.
