B650E-E Back Red USB Ports Not Working While Using USB 2.0 Headers

I have seen this problem listed multiple times on these forums, most of them closed and locked at this point with no real answer.

All of these posts made by different people, all of them with multiple different replies, and there is no consistent working solution. I have been having this issue for over a year now, and multiple BIOS firmware updates later this problem still isn't fixed.

Specs:

Motherboard: ROG STRIX B650E-E | Processor: 7800X3D | RAM: 32GB G.SKILL Flare X5 CL36 6000 MT/s | Cooler: Kraken Elite 280 AIO | Fans: 6x Lian Li UNI FAN AL V2 | Fan Controller: Lian Li UNI HUB | GPU: ASUS TUF 4090

I have narrowed it down to the following conditions to make the USB's work/not work. The Kraken Elite 280 AIO cooler is plugged into a USB 2.0 header on the bottom of the motherboard (USB_E12). The Lian Li UNI HUB Fan Controller is also plugged into the second USB 2.0 header next to it (USB_E34). If ONLY the AIO is plugged into the single USB 2.0 header, everything works fine. When the UNI HUB Fan Controller is plugged into the second USB 2.0 header, the back USB ports stop functioning entirely.

There are workarounds that have been said by other people in the other posts, such as unplugging the fan controller, powering the computer on, and plugging back in the fan controller after bootup, but none of them are permanent and the "fix" resets after power is removed from the power supply.

The is not the only fan controller/usb hub that causes this motherboard to disable nearly all of its back USB 3.2 ports. Many people have had this exact problem with different fan controllers and devices plugged into the USB 2.0 header. For over a year this hasn't been fixed, and for a $350 USD price tag, I want all the features I paid for to work properly. Nowhere in the manual for this motherboard does it state that using the USB 2.0 headers stop the back USB's from working.

Is there any advice or help that anyone knows to solve this problem?

Regarding the links you’ve provided, similar issues can stem from various causes and might also be influenced by external devices (such as USB devices or hubs). For example, both software and hardware anomalies can potentially lead to a blue screen.
The issue reported by users in the connections mostly relates to the USB Type-A ports on the rear I/O panel, whereas your current issue is with the onboard USB headers.

Could you please clarify if this issue occurred after the PC was first built or after using it for some time and occurred following any recent changes, such as a BIOS update or component replacement?
According to your description, when connecting an AIO cooler to USB_E12, there are no issues, but when connecting the Lian Li UNI HUB to USB_E34, both USB headers stop working. 
Does the issue also occur when cross-testing the USB headers with both devices connected, or does the problem only arise with the Lian Li UNI HUB?
It appears that the PSU brand and specifications are not confirmed in your hardware details. 
We recommend verifying that the power cable from the motherboard to the PSU is correctly connected and checking if there are any power management restrictions in the system. 
Kindly try cross-testing with a different controller hub to isolate the potential hardward issue.
