b550 f gaming wifi, asus rog rx 7600 won't turn on after restart but works fine from turned off

i found something weird.

so my asus rog rx 7600 won't turn on after restart (the led stuck on VGA led)
but after I turned it off, it turned on perfectly.

so i was using nvidia rtx 2060 and then I changed it to asus rog RX 7600.
I was hoping that with the same ecosystem (all AMD), the PC works more fluently.

I've tried to update the newest bios (3607), still has the same issue.

Motherboard: Asus Rog Strix B550 F Gaming Wifi
Proc: Ryzen 5600X
GPU: Asus ROG Strix Radeon™ RX 7600 OC Edition 8GB GDDR6

my friends said it could be the PSU, or even the motherboard issue instead.
anyone have the same experience?

Could you please confirm if your graphics card is connected using an extension cable or adapter? According to the user manual for the ROG STRIX B550-F GAMING (WI-FI), which slot is the ROG Strix Radeon™ RX 7600 OC Edition installed in, PCIe 4.0x16 or PCIe 3.0x16?
We recommend installing the RX7600 in the PCIe 4.0x16 slot, but if necessary, please try cross-testing with PCIe 3.0x16.


Also, please refer to the motherboard and GPU user manual, as well as the following FAQs to ensure that all hardware connections, including GPU, PSU, and power cables, are properly connected.

yes, i've used an extension cable and i've tried to not use an extension too. the issue is still the same.

so today I was doing trial and error.
- I've used higher PSU (from 550 to 750 platinum)
- new CMOS battery
- different pair of RAM

from this point, there are only 2 possibilities:
-broken motherboard (b550 f gaming wifi)
or
-the new GPU is defect (strix RX 7600 8GB OC)

and then I tried to use a different GPU, and....... there was no issue at all.

the conclusion is I got the defective GPU card.

i was very disappointed because I wanted to make all of my PC rig using ASUS ROG products,
but I got a defective product on my 2nd ROG hardware, which is the ROG STRIX RX 7600 8GB OC.
