Asus strix b650E-E USB 2.0 headers not working

I bought this motherboard and after 1 month I bought a Lian LI unifan pack that comes with a controller. I was trying to install this controller that connects to one of the USB headers at the bottom of the motherboard but it is not working, I can see that the fans RGB turn on and the fans spin, the problem is that the controller is not regonized by my computer and I cant control the RGB and the fans speed.
I also have another NZXT controller that works perfect in another computer that I have, i tried to use that one in this MB and face the same problem. To make sure that the problem is not in the controller, I tested it in two different computers and it is indeed working perfect as being recognized by the computer.
I tried a lot of things like:
1 - Updating the BIOS to the latest stable version
2 - change to 3-4 different BIOS version
3 - disconnected all kind of USBs from the computer
4 - Reinstalled Windows
I am really lost here and have no idea what else I can do.

Based on your description, after installing the fan, the RGB lighting is on and the fan is operating, but you are unable to set the lighting effects and fan speeds within the system.
Could you please clarify if the issue with control occurs in Armoury Crate, L-CONNECT, or another software?
Please refer to [Motherboard] How to use Armoury Crate to set lighting effects and troubleshooting if needed.
(We have noted the relevant explanation regarding L-CONNECT not being able to control fan speeds and lighting effects.)
May I ask if the fan connections are connected through a hub installed on the USB 2.0 headers? 
If you connect them directly to the ROG STRIX B650E-E GAMING WIFI's Addressable Gen 2 headers, does that make any difference?

Please share more detailed information about your hardware and software setup, including:
- the headers to which the fan is currently connected on the motherboard, whether any splitter cables are used, and the results of cross-testing with other connectors or cables
- the images of BIOS mian-page, all the manually adjusting items in BIOS
- the brand, model, and installed slot of the CPU, GPU, RAM (part number and installed slots as well), SSD/HDD, and PSU
- are there any extensions or adapters used to connect any devices, such as GPU or SSD?
- the OS version and OS build
- Armoury Crate version and a screen shot of the Armoury Crate Update Center
