ASUS ROG STRIX B850-E GAMING WIFI bios 1028

the rtx3080 graphics card is  8x PCIE I

tested with another card, still the same

I use the M2-1 and M2-5 SSD port I tested on bios force the 16x but nothing

Hi @pucky 
If only using M.2_1 and M.2_5 slots (not M.2_2 or M.2_3 which are supposed to trigger a reduction), try reseating the CPU. Inspect the CPU pin-pad for any debris or damage. 

If using a CPU contact frame, remove it and reinstall the stock retention mechanism.

In addition to Silent_Scone's suggestion, may we kindly ask if your GPU is installed directly into the PCIe slot on the motherboard? If not, please try installing it directly, as the use of riser or extension cables may introduce compatibility issues.
If possible, please also try cross-testing with the PCIEX16 (G4) slot. After clearing CMOS and rebooting the system, kindly check whether the card is able to operate at full x16 speed.
