Just bought this new motherboard and out of box this problem appears!
When ever I Shutdown, the pc display goes off but the components in case stay on and fans keep spinning and rgb is also on!
Only way to shutdown is to unplug and not even force shutdown works!
Iv tried A-Z Stuff in windows and also updated bios and even reset it and even changed CMOS!
At this point im so confused
iv changed every single component and only the mobo is doing all of this!
Please help me!

Based on your description, may I ask if the issue of the fan continuing to run after shutdown occurs in a newly built PC, and if adjusting the settings in Windows, updating the BIOS, and clearing CMOS have not resolved it?
Could you specify if it is the CPU fan, chassis fan, or a fan on the graphics card?
If it is the CPU fan, please refer to page 1-8 of the user manual to ensure the fan is correctly connected to CPU_FAN, and consider cross-testing with another CPU fan if needed.
Meanwhile, could you also confirm how you determined that the components remained on in this case?
If the issue is with RGB lighting remaining on after shutdown, we recommend referring to the steps in [Motherboard] How to Turn Off the AURA Lighting Effect of the MB/AIO Water Cooling/ROG Keyboard and ... for adjustments.

When I Shutdown, the display goes black but the AIO Fans, Case Fans and GPU Fans keep on spinning and there spinning speed increases gradually! Following this there RGB is also ON and The DRAM light on Motherboard also turns ON (DRAM light only turns ON when I shutdown).

It seems more like a situation where the RAM is detected as faulty during a reboot.
Would the issue also occur when you shut down in Safe Mode?
Kindly check the ROG STRIX B650E-F GAMING WIFI user manual to ensure that all hardware components are connected properly, including verifying that the RAM is installed in the recommended slot, or try installing a single RAM module in DIMM_A2 if possible.
Regarding shutdown, could you please confirm whether you are shutting down through Windows by navigating to "Start" > Power > Shut Down, or if you are powering off by pressing and holding the power button on the chassis?
In addition to updating to the latest BIOS version 3024 and clearing CMOS, have you made sure that your graphics card driver, OS version, and other drivers are all updated to the latest versions?

I haven't tried shutting down in safemode as I don't use it!
I have used different recommended RAM slots according to the manual and also used single RAM stick in DIMM_A2 slot but still this issue occurs!
I shutdown through "Start" > Power > Shut Down Still its doesn't Shutdown
I have also tried powering off by pressing and holding the power button on the chassis but still it doesn't shutdown!
YES! my graphics card driver, OS version, and other drivers are all updated to the latest versions! BUT still im facing this issue!
I have also tried changing the RAM with another NEW RAM sticks but still this issue occurs!

We recommend following the steps outlined in [Windows 11/10] Troubleshooting - Automatic Shutdown/Restart Issues to try and resolve the problem.
If needed, please attempt a bare-board test in an insulated environment:
Install only the CPU on the motherboard and use integrated graphics for video output (if not supported, a graphics card will be needed), a single RAM stick in the DIMM_A2 slot, and connect one system drive and the PSU to eliminate any potential hardware issues as much as possible.
Also, ensure that the cooling system is functioning correctly.
In addition, since you mentioned the DRAM Q-LED indicator, besides clearing CMOS, please verify whether the currently installed memory is listed on the ROG STRIX B650E-F GAMING WIFI QVL and refer to [Motherboard] How to query (CPU/memory) QVL List? for more detail.
For software-related issues, consider checking the problem in safe mode, restoring the system, or cross-testing with another system drive.
