I've just build a new setup with brand new parts. When I booted PC doesnt post with CPU led staying red without blinking.
The parts:
CPU: 9800x3d
RAM: Corsair Vengence 2x32 6000mhz (CMK64GX5M2B6000Z30)
Mobo: Asus Proart x870e WIFI
PSU: Corsair RME850
Edit: I’ve checked the ram slots and found one discrepancy though not sure if it is a problem. RAM slots
So far tried:
1 Stick ram. Didnt solved it.
BIOS update to the latest. Didnt solved it.
CMOS reset with the other stick of the kit. Didnt solved it.
Reseated CPU. Didnt solved it but CPU led went off and VGA light went on, then rebooted itself and stayed on CPU led red again. Never able to reproduce this again.
Removed GPU, nvme and other peripherals. Didnt solved it.
Checked CPU pins and they are all fine no out of shape pins.
Checked all power connections, they are all connectted correctly.
I am at the dark at this point. Should I try with a new RAM kit? or Is this a dead CPU I'm not sure. If someone had similar experience or knowledge, a help would much appreciated!

CONCLUSION:
It was motherboard. I've replaced it with a new one and everything is working fine.

You've covered a few things already. If using a CPU contact frame, revert to the stock retention mechanism. The fact that you were able to get the system to pass Q-LED once after remounting suggests a CPU or contact issue.

I'm using Thermalright 120 phantom assassin EVO as the cooler so I'm not using a custom CPU contact frame. My one guess is that this ram kit is not supported with v1.53.14 but only with 1.53.01 on the motherboard's support list. I will try with a new kit, if that fails too. I think it is indeed a faulty CPU with broken ram controller module.

QVL is for best chance of compatibility with overclocking. The kit should POST at stock. Initial DRAM training can take up to upward of 15 minutes, however this would be indicated by the yellow Q-LED.
It's possible the CPU is faulty, yes.

I've used a new QVL listed kit still no post. Then I've tried a fresh new CPU still no post. Im literally lost

I didn't expect a new kit would resolve it. The issue is going to be limited to the outcomes in my previous post. Are you able to contact a sys integrator to test for you?

So there are some updates. I've managed to get into BIOS without gpu and nvme installed. However, when I reboot the system. It takes 4-5 minutes to get into BIOS and the usb keyboard is not getting detected. Then if I install an nvme(tried all 3 slots) or if i plug a keyboard again, the system hangs on CPU led and never posts.
So I think the motherboard is the faulty device

Since the CPU is responsible for providing the necessary lanes for these devices, the CPU could still very much be the culprit - it would need to be diagnosed correctly with another CPU

It is not the CPU, I've tested with a completely new CPU still the same issues.
