Hello,
I’m facing a problem where the PC doesn’t POST sometimes with the orange Q-LED turning solid. This happens only infrequently and not every time I try to boot. This makes it even more frustrating and hard to troubleshoot the real issue. I have no issues running games or maintaining stability in any other tasks in windows once the system is booted up. Any help would much appreciated.
Tried reseating RAM but no luck
PC configuration:
Asus B650E-I motherboard
2x16 Corsair Vengeance 6000Mhz CL28 RAM
RTX 4090
Ryzen 7 9800x3d
Bios version 3067

Try enabling Memory Context Restore, this will bypass any memory training.
In the bios on the Ai Tweaker page, scroll down to Dram Timing Control. Click on Dram Timing Control, scroll down to Memory Context Restore and set it to Enabled.

Tried it but it still doesn’t fix the issue.

Tried mostly all troubleshooting steps, swapping ram slots, cleaning the slot and sticks, clearing CMOS. Only thing I haven’t tried is a new set of sticks to see if that works stably, might just end up doing that. This is so frustrating!. This happens only when I restart the system and not during a cold boot.
if anyone else can share some insight on something else I can try that’d be hugely helpful.

Try disabling fast startup in windows.
Uncheck "Turn on fast startup" and click Save changes.

I see, will try this and report back. It says that restarts aren’t affected but my issue is only when restarting the pc. When I do a cold boot it boots up happily into windows and I can run all my games and programs fine.

Ok, yeah I saw it said restarts aren't affected, but give it a try, it still may help.

Tried a new pair of sticks and it still has the same issue, I’m bummed now and out of ideas :(. I don’t want to have to rma the motherboard if that’s the culprit. It’s really weird that this doesn’t happen on cold boot and only on restarts, I’m not sure what gives!. I did try Nate152’s suggestion but that doesn’t seem to fix the issue either.
