14900k & ROG MAXIMUS Z790 HERO using BIOS 2602 core multiplier downclocking

Hi,

I notice since the last BIOS upgrade to 2602 that the P-Cores & E-Cores ratio \ Multiplier keep downclocking even while I set the settings in the Bios to "sync all cores" for  P-cores: x55 and for E-Cores X44.

I used all the intel recommendation setting for PL1 & PL2 = 253W, and time

AI Overclock tuner: XMP1

Intel adaptive Boost technology - I tried all options: auto, disabled, enabled

Asus multicore Enhancement - disabled - enforce all limits.

SVID behavior : I tried Intel fail safe \ typical scenario  

Performance Core Ratio: sync all cores x55

Efficient Core Ratio: sync all cores x44

CPU Load Line Calibration Level 4

Internal CPU Core Managment:

Unlimited ICCMAX: Disabled

CPU Core /Cashe current LImit Max: 400A

Long Duration package power Limit: 253

Package Power time window: 56

Short Duration package power Limit: 253

Dual Tau boost: disabled

IA AC Load Line: enabled

IA DC Load Line: enabled

 

Thermal Velocity boost: I tried all auto, disabled, +2bin 

 

Ring Down bin: I tired auto\ disabled.

Min CPU cache ratio: 50

MAX CPU cache ratio:50

Global core SVID Voltage- manual -> 1.365V

Using the CPU-Z & HWINFO I can see that all P-cores & E-cores ratios downclocking to very low values!

example

P Core0 - Pcore 7 > reaching 3000MHZ and sometimes the raio being x8 = 800mhz.

Ecores- reaching 800Mhz as well

the ratio is not reflecting the UEFI settings,

I tried reset the CMOS , load optimized defaults, the issue reproduced.

CPU: Intel Core I9 14900k - P-core: 5.5Ghz , E-core 4.4Ghz.

As for the cpu downclocking in HWinfo, this is likely because the windows power plan is set to balanced. Set to balanced will downclock your cpu when it's not under heavy load, being at 800MHz means it's at idle. It's a power saving feature is all.

Putting a load on it such as running a benchmark or playing a game should ramp it up to what you're setting.

A way to check is to set the windows power plan to high performance, this should also ramp it up to what you're setting.

Try either of these, does your cpu ramp up to 5.5 P-Core 4.4 E-Core?

My windows power plan set to: ultimate performance.

changing to High performance leading to the same issue as I describe in the beginning

I did another verification and checked under each power plan the maximum

& minimum  processor state is set to 100%.

 

regarding your 2nd question, the CPU hits 5700 while adaptive boost technology is enabled, tvb is enabled, speedstep & speedshift & turbo boost max technology 3.0 enabled.

According to your description and as the 14900K is listed in the link: July 2024 Update on Instability Reports on Intel Core 13th and 14th Gen Desktop Processors, we recommend that you consider cross-testing with another CPU or consider sending it in for diagnostics.

added all BIOS screenshots & Overwatch2 cores status during game:

*the Cores not getting higher than that.

Thank you for all the screenshots, they are helpful.

It looks like some power saving feature is enabled somewhere, I was going to suggest to check Speedstep is enabled, but I see it is.

If it wasn't exhibiting this behavior before the bios update, I might try rolling back the bios to see if things return to normal.

 

 

 

 

Hi @Nate152  thanks again for the rapid reply.

I tried reverting to previous BIOS version: 2503.

After flashing to previous version I configured the BIOS as in the settings as above (pictures above.)I did a restart for the PC and verified the BIOS settings from before, I notice that the BIOS shows the current running core multiplier set to: x8;  while P cores is sync all cores x55 and E cores X43.

then I tried another BIOS flash to latest Beta BIOS 2602.

I'm trying multiple variations but I can't figure it out what is the reason for this issue...

I'm so frustrated ;-(

According to the shared article the sync all cores can't be 5.5Ghz since it;s lower than the turbo boost,

so how other users done it before?

 

It worked for me before the recent bios update.

I might try resetting the bios to defaults and see if your cpu is boosting to stock frequencies with default settings.

If it doesn't boost to stock frequencies with default settings, then windows could be playing a role in the downclocking.
