My and other's PG32UCDM monitors have a clipping issue on PC when using the console HDR mode in Windows 11. Currently, the monitor clips at 450 nits in the Maximum Luminance window but it clips correctly in the Max Full Frame Luminance window. Is there a firmware update in the works for this or is this an RMA issue?

I dont think there is something to fix! The console mode and cinema mode works perfectly fine, and how they should.
That they have a bit less contrast, is how they should be. Thats the trade off these modes are doing.
You have to think about it.
The panels can only show about 250 nits in a 100% window. (The HDR mode does not matter, thats the actual max, the panel can deliver)
Console mode (without boost). Has the lowest "overall brightness" now. But because of that reason it has the moost contrast, because it has the most "reserves" for the highlits.
Cinema and gaming mode has a higher overall brightness. But at the end only tje same "max" brightness... that is whey they have less contrast!
I dont think a firmware update can change anything about that.

I'm getting the same issue on mine. Clips at 400ish nits at Maximum Luminance, but hits 1000 nits in the Full Frame Luminance test. This same behavior carries over to games with similar calibration like BFV, where it'll clip at 400 nits.

I already started such a topic, Asus deleted it after 2 days 🙃🙃 Previously I had an MSI MPG 321 URX and in Asus HDR it's a disaster. In Consol mode, it is extremely dim on bright scenes. A lot of money spent and we get crap with damaged firmware. And the manufacturer, despite many topics and posts, does not even bother to comment on whether they plan to fix it. I have 8 days left to return the monitor to the store, if they don't fix it, I'm going back to MSI.

Same issue here, the monitor only reports 455 nits as peak brightness. It is noticably dimmer compared to my AW3423DWF.

Just tested this and it happens over both HDMI & DP, and with DSC on or off.

I think Windows HDR calibration app is clipping around 480 nits because the white box is 10% window size and as reviews have shown the 10% window peak brightness for this monitor is only about 480 nits.
However there definitely seems to be something wrong with the other HDR modes.
Based on quick testing my guess is that ABL is way too aggressive for "medium brigthness" content in other HDR modes. So basically:
This not only makes HDR desktop usage in Windows suffer from unnecessary ABL changes because you have to configure "SDR brightness" way too high, but more importantly it makes most of HDR content too dim even though the small highlights are correct brigthness.
You can for example see the issue in action (like someone on Reddit pointed out) by viewing mid-brigthness HDR content such as https://www.youtube.com/watch?v=tumfOFJPBRY. Play that back in full screen, then from monitor OSD switch between "DisplayHDR 400 True Black" and any of the other HDR modes. You will notice how the DisplayHDR 400 mode is much brighter and other modes are way too dim.

What hurts the most is that the second week has passed and Asus hasn't even commented on whether they intend to fix it. The most expensive monitor and total ignorance of customers.

in order to further investigate your issue, could you please confirm if you are currently all in Console HDR mode?
Have you enabled the Brightness Adjustable feature?
If adjusting the screen brightness from there resolves the issue?
In HDR mode, which mode currently has the brightest setting (Gaming HDR/ Cinema HDR/Console HDR/ Display HDR 400)?
When testing the maximum brightness value, does Console HDR reach 450 nits?
Can you provide a screenshot of the brightness test results for our reference?
At the same time, please provide the current signal cable/firmware version/graphics card model/PC model, and privately provide me with the serial number of your monitor, so we can provide the information to the backend team for analysis.
