ROG STRIX RTX 3080: one of the fans stopped spinning, the other one spins constantly at high rpm

I have a ASUS ROG STRIX RTX 3080 V2 GAMING OC WHITE LHR, bought inside a prebuilt PC around Feb 2022. Worked perfectly fine until 2 days ago. After a gaming session, I noticed the fans did not slow down long after the game ended.

There are 3 fans. From what I can tell, the left fan has stopped spinning completely. Middle fan seems to be spinning at medium speed, probably 1000 rpm. Right fan is spinning nearly max speed, and sounds very loud even when GPU temps are very low.

I can still seem to control the middle fan but no fan control program has been able to change how the side fans behave, including GPU Tweak III and FanControl. I have the latest Nvidia drivers.

GPU-Z shows the following sensor data (Both fan sensors are set to 53%, one of them is 1000 rpm and the other is 0):

My issue sounds identical to the one on that thread. I hoped a fan connector somehow got dislodged or something, so I opened most of the card until I could access the fan cables. (didn't need to remove the cold plate from the pcb) The fan cables were all securely connected.

After reassembly, my problem remains. I'm wondering if the fan controller on the board stopped working or something. Any ideas?
